Yesterday I had filed one affidavit before this Commission. (The witness says that it may be treated as his examination-in-chief). He also wanted to say something more then what is stated in the affidavit.
On 10.11.1984 I had gone to the police station for lodging a complaint. There the police had told me that I should only give details regarding damage caused to my property and I need not give the names of the assailants. The police had taken down my complaint but it had not taken down the names of the assailants. I had again gone to the police station to lodge a report as my passport was also burnt.
The Duty Officer was not willing to take down my complaint at the Palam Police Post. While I was asking the policeman as to why he was not taking down my complaint, the new SHO had passed by that place and came to the police post and scolded the police officer and asked him why he was not taking down my complaint and asked him to take my complaint and only after that the report regarding passport was written down.
I was not called as a witness in the case regarding the damage caused to my house. No police officer had recorded my statement in respect of that incident.

I had not filed any affidavit earlier before any authority. I had not complained to anyone about police not taking down the names of the persons involved. When I had gone to the police station I had met police officer who was on duty. I had not complained to any higher officer regarding the officer who had not taken down the names of the persons who were involved. The person who had taken down my complaint was either Constable or Head Constable.
