1984 Affidavits

Affidavit submitted before the Misra Commission

AFFIDAVIT OF TEJINDER SINGH S/O LATE WISAKHA SINGH AGED 48 YEARS, R/O HOUSE NO.5989 BLOCK NO.3 DEV NAGAR, KAROL BAGH, NEW DELHI.

I, the above named deponent, do hereby solemnly affirm and state as under: -

1. On 5th November, 1984, when I reached my shop 'Bharat Mills' Store 5, Chauri Bazar, Delhi-6, I found that my shop was totally looted, all the records were burnt and destroyed alongwith the furniture and fixture. Then I went to Police Station to report the matter to Police. The Inspector Incharge of the area handed over me the attached copy of FIR No.567/84 dt. 1.11.1984.

2. According to FIR that on 31st of October on the event of death of Indira Gandhi, the people were annoyed too much. Today i.e. 1st November, 1984, there was enough arrangement of police in area of Chawri Bazar and Hauz Kazi. Market was totally closed. That the Constable Rajbir Singh No.591C, and Naresh Kumar 647C, were posted in the area at 10:30 am. There was a mob at that time in the Chawri Bazar.

The mob was guided by;

1) Rajan Saxena, s/o Bishan Lal, r/o 3136, Lal Darwaza, Delhi.

2) Ashok Kumar, s/o Narayan Das, r/o 3739, Choori Walan, Delhi.

3) Mukesh Kumar, S/o Ram Avtar, r/o 4495, Nai Sarak, Delhi.

4) Sushil Kumar, r/o 3487, Gali Bajrang Bali, Chawri Bazar, Delhi.

5) Chandarbhan, s/o Bal Kishan, r/o 1804, Himmat Garh, Delhi.

6) Vinod, s/o Shri Kishan, r/o 3333, Koocha Kesh Giri, Bazar Sita Ram, Delhi and others.

They were having stones, rods and destructive material in their hands. They were coming from Hauz Kazi shouting "Indira Gandhi Zindabad, Khoon Ka Badla Khoon Se Lenge" and "we will destroy the Sikhs shop (Tehas Nehas Kar Do)", were coming towards Chawri Bazar, and were guided by Mr. Rajan Saxena. They were advised by the Constable Rajbir Singh & Naresh Kumar to go back. Section 144 was imposed in that area, and this assembly was against law, but the mob did not bother about the warning of the policemen at all. They looted the under mentioned shops: -

1) Bharat Mills Store, Shop No.5 (Chawri Bazar)

2) Delhi Machinery Store, Shop No.31-32

3) Oriental Machinery No.3635

4) Jolly Industries Store 4029

5) Havela Singh, Ujagar Singh (Chawri Bazar)

6) Wisakha Singh & sons, Chawri Bazar

They started looting these shops and started burning them after looting. My shop "Bharat Mills" was totally destroyed.

3. It is a matter of surprise that all the shops which were looted belonged to the Sikhs not even a single shop of other community was even touched. The looting and burning of Sikh shops appear to be well planned by some organization which included local residents who pointed over the Sikh shops.

4. I am enclosing a copy of the FIR No.567/84, dated 1-11-84.
