1984 Affidavits

Affidavit submitted before the Misra Commission

I, Sham Singh, aged about 60 years, son of Shri Karam Chand, r/o 2188/4, Shadi Kham Pur, Patel Road, Delhi-110008, do hereby on solemn affirmation state and declare as under: -

1. That upon the death of Mrs. Indira Gandhi on 31-10-84, violence erupted at the instance of Congress (I), men/leaders. Sikhs were attacked freely by Non-Sikhs. People were killed, property looted and burnt belonging to Sikhs. Police remained silent spectator and refused to intervene in the carnage as according to them they had orders from high ups to that effect with them.

2. On 1-11-84, Khem Chand resident of Vill. Kham Pur, New Delhi-110008, came with others and looted my shop by breaking open the shutter. I went to the nearby police station of West Patel Nagar and reported that Khem Chand and his men were looting my shop of provision store etc. I was asked by the police to go away and when I insisted upon my report then I was detained in the police station forcibly. In the mean time shop was totally looted. I say that my entire goods mentioned in the annexed police report were taken away forcibly by breaking open the locks and shutter by Khem Chand, his sons and others brought by him.

3. Police refused to record my report. I was illegally detained by the police at police station upto 6-11-84 and got my signatures on some report written by the police which is not known to me. I then made written report dated 9-11-84 to the police a copy of which is Annexure 'A'. No inquiry or investigation was conducted on this report.
