I, R.S. Wirk, aged about 42 years son of M.S. Wirk, r/o C-80, Kiran Garden, New Delhi, do hereby on solemn affirmation state and declare as under: -
1. That on 1-11-84, Non-Sikh mob was attacking the Sikhs and was looting and burning the properties. I and several other residents of the area which included Sukhdev Singh, and several others and were trying to resist the Non-Sikh mob from coming towards our houses to loot and burn them.
When we were on Najafgarh Road a CRPF jeep with Suresh Kumar, Astt. Commandant and 5 – 6 Constables was stopped by me and others by standing in the road. I and others requested Suresh Kumar to render necessary help to save our lives and property. He refused to do so and said that it was not his duty to save the Sikhs and left the place.
2. After some time, Didar Singh of D-44, Kiran Garden, New Delhi came there from Nawada bus stop side. The mob was also seen coming towards us.
3. That Didar Singh told me that this mob had already killed Gurcharan Singh and Pavitar Singh and had looted their house and shop and set the same on fire.
4. The mob arrived and started throwing brick bats on us. Didar Singh was having gun. A brick struck on the chest of Teja Singh. Rakesh told Didar Singh that he could kill only one man with the gun and nothing more. We had to run and take shelter in the house of Didar Singh.
The mob threw brick bats and broke the window panes and damaged doors, windows and articles lying outside the house of Didar Singh, who fire a shot in the air but no effect. He then had to come out of the house and fired two shoots on the mob and they then ran away.
5. The leaders of this mob were Kirpa Ram Pradhan village Nawada, New Delhi, his elder son and nephew, Rakesh son of proprietor of Hanuman General Store, Gulab Bagh, New Delhi, Jai Bhagwan and his elder son r/o Kiran Garden and several others of the area, who shall be identified by me at the spot.
6. In the evening of 2-11-84, I had to take shelter in Gurdwara Kiran Garden, New Delhi. My house was looted and then burnt on that date and I was seeing all this from Gurdwara premises just near my house. My scooter Chetak No.DEQ-8574 was taken away by Vedu. In the evening I managed to reach Patel Nagar.
7. The police did not prevent killing, looting and burning of property and gave no protection at all to the Sikhs. They rather instigated Non-Sikhs to commit all these serious crimes. I came back to my house on 7-11-84, and asked Vedu to return my scooter, but he refused to do so and threatened me that he would kill me.
I reported to the police but the police though recovered the scooter from Vedu and gave it to me but did not take any action against Vedu nor FIR was recorded. I narrated the above story to police but they did not record my report. I suffered a loss of more than Rs.1,00,000/- for which no compensation was given to me. Culprits may be punished.
