I, J.S. Rawal son of Mukand Lal, aged about 54 years, r/o 22/2761, Beadon Pura, Karol Bagh, New Delhi, do hereby on solemn affirmation state and declare as under: -
1. On 1.11.84, at about 10 AM, I was going to Sheedipura in connection with some work and at the crossing of Ajmal Khan Road and D.B. Gupta Road, I saw towards Chhaparwala Kuan where huge column of smoke was rising up. When I reached Sheedipura Subzi Market, I saw a car burning and the police was also patrolling the area.
2. Then I proceeded towards Subzi Mandi through Goushala Marg on foot and after crossing the bridge at Kishan Ganj. I then went away cross the Bridge of Subzi Mandi Railway Station and when I reached Roshanara Road, I saw that Non-Sikhs were breaking open the locks of shops of Sikhs on main road and were looting their goods and then setting the shops on fire.
3. After visiting the house of my in-laws at Subzi Mandi Roshanara Road I came back to Karol Bagh after about 2 hours via Burf Khana, Azad Market Chowk onwards. I saw Gurdwara near Azad Market on the main road was burning. About four Sikhs were still in the Gurdwara building in its upper floor. Then I came towards Filmistan and I saw that old tyres market on the main road was burning and Non-Sikh mob of small magnitude was moving. Then I came back to my home.
4. That at about 4 PM, I again came out of my house and when I came cut of the street on Saraswati Marg, I found that one shop named Television Centre belonging to a Sikh was being broken open by Non-sikhs numbering about 10 and I stood there for some time. The police was also patrolling there but in the presence of the police they broke open the shop and started looting it. There were about 50 televisions in that shop which were looted by them. The other articles like, speakers, tape recorders, and other electrical accessories in that shop were also looted. Then the records belonging to the shop was thrown on the road. I found that Non-Sikh mob were indulging into much violence, looting and burning properties all around in Karol Bagh and so I went home.
5. From my house, I have been seeing that big columns of thick smokes was rising from various parts of Karol Bagh and other surrounding places, due to the burning of properties. This all was happening right under the nose of police who was on the road but was not at all stopping this looting and burning of properties.
6. That again on 2-11-84, at about 11 AM, I went out my house to have the round in the area. I toured Saraswati Marg, Main Road of Regarpura, Dev Nagar, Krishan Nagar, Sant Nagar and found that dozens of cars, scooters, trucks, buses, lying burnt on the roads / streets, obviously belonging to the Sikhs. Hundred of shops in the area and number of residential houses belonging to Sikhs were totally looted and most of them also burnt. The police was trying to recover the looted property from the Non-Sikhs in area, particularly in Regarpura and Dev Nagar and Krishan Nagar, Karol Bagh, New Delhi-110005.
7. That throughout the day of 2.11.84 and 3.11.84, the police has been telling the looters to deposit the looted property at the police station or place the same outside the road. Some of the properties, like Televisions etc. and rubber goods etc. were then recovered by the police from the culprits.
8. On 2.11.84, I also visited Shastri Nagar, where also I found that at Shastri Nagar and Sarai Rohilla, Non-Sikhs mob were wondering hither and thither and number of shops and houses were found looted and burnt in the area. However, shops at Ajmal Khan Road were not looted because the police guarded this area only against any mischief.
