1984 Delhi Sikh Genocide - Affidavits

Affidavit submitted before the Misra Commission

I, Ishar Singh Bawa S/o Late Sunder Singh Bawa, R/o Q-3, Malka Ganj, Delhi-110007, aged about 70 yrs., do hereby solemnly affirm and declare as under: -

That I am an old Congress worker even before partition of the country in 1947. My younger brother Kartar Singh Bawa, a veteran Freedom Fighter had been an executive member of the Arya Pura Block Congress Committee (I).

That I was greatly upset by the assassination of my leader Indira Gandhi.

That I had gone to my native village Kansapur, Distt. Ambala, Haryana, and I was there when I heard the news of death on 31st October`84. That to have Darshans of the departed leader, I started from my village on the morning of November 1st, 1984 but I was detained at Narela (Delhi) border by the police because there were riots on a massive scale in Delhi.

That then I reached Delhi on November 7th, 1984, I came to know that my house has been completely looted. My neighbours told me that my house was looted by the Jhuggi dwellers just in front of my house at the instigation of Congress (I) workers who also live in these jhuggis. I further came to know that the household articles looted from my house were still lying in those jhuggis and the looters were waiting for the appropriate time to dispose these off.

That I approached and met Jai Bhagwan, the SHO of P.S. Subzi Mandi, Delhi, narrated him the whole incident and requested him to get my goods recovered from the culprits and also take appropriate action against them. He told me that the culprits are in his knowledge and soon he will send a police party to their homes to get the goods recovered. I also filed a report of the loss with the P.S. vide FIR No.633/84, dtd. 8-11-84, a photocopy of which is annexed herewith. However, no action was taken to get my goods recovered.

That after that I approached and met Jai Bhagwan SHO and Chowdhary Raghbir Singh, the then DSP and requested them to take appropriate action against the guilty persons and get my goods recovered without delay otherwise the same be disposed off by the culprits. Every time I was promised to offer full cooperation but nothing was done. No police officer ever came to me to get my looted household articles recovered.
