1984 Affidavits

Affidavit submitted before the Misra Commission

I, Balbir Singh, aged about 30 years, s/o S. Kulwant Singh, r/o B-117, Subhadra Colony, Delhi-35, do hereby solemn affirmation state and declare as under: -

1. I state that I am living just near Gurdwara Singh Sabha, Sarai Rohilla, Delhi. On 1.11.1984 Non-Sikhs started looting, burning and killing Sikhs at the instance of the Congress (I). Police was not noticing the carnage and no action was being taken by the police. At about 2.30 PM on 1-11-84, the Granthi of our said Gurdwara announced on loud speaker that the Gurdwara was attacked by the Non-Sikhs mob and that the Sikhs should reach the Gurdwara to save it.

2. That I went to the Gurdwara. About 30 Sikhs gathered at the Gurdwara and repelled the attacks of Non-Sikhs mob on the Gurdwara from time to time. I saw Non-Sikh Railway Protection Force men with guns in their hands across the road on the other side of the boundary wall. They seemed to be much agitated as the Non-Sikhs could not successfully occupy the Gurdwara to loot and burn the same.

3. A Delhi Police Vehicle came there and announced that the Sikhs should not stand outside the Gurdwara and should immediately enter the Gurdwara. The police did not object to the illegal gathering and criminal activities of the Non-Sikhs mob who were about 1,000 strong in number, and were duly armed with sticks, iron rods and cans of kerosene oil etc. We went inside the Gurdwara. Immediately, at that time Railway Protection Force started firing on the Sikhs in the Gurdwara. About 5 to 6 Sikhs were killed. I immediately ran away. I say that my shop in premises No.19/173, Sarai Rohilla Basti, Delhi here. I had work under the name and style of Madhav Automobiles was looted and then burnt by the Non-Sikhs in which several RPF personnel were also taking part.

4. I state that my goods worth Rs.30,000/- (Rs. Thirty Thousand) were looted from the shop and the furniture and fixtures of the shop worth about Rs.20,000/- (Rs. Twenty Thousand) were burnt.

5. I state that no loan was ever given to me for starting the business again.

6. The police refused to record the above detailed report saying that such things happened with many other Sikhs and I was not the only person to suffer like this.
